This folder deals mainly with the End User Licence Agreement (EULA) and with the region selector.

It can contain at least three subfolders (the amount can vary based on the region of the wii).

Each folder contains a "content" and "data" subfolder. The "data" subfolder is empty (this needs to be confirmed on other consoles).

The "content" subfolder exists on all three folders. It contains a varying amount of .app files, and a title.tmd file. The .app files always start with 000000xx, where xx is a number from 00 to 11 or a letter between 0a and 0f. Some of the .app files appear to be empty using WiiXplorer, some are not.
