/ is the root of the Wii's NAND filesystem. It includes both IOS devices, accessed as virtual files within /dev, and normal files, accessed through the same syscalls as IOS devices but primarily managed by /dev/fs.
The root directory itself is only modifiable by ES, which creates all of the directories and sets permissions appropriately.
