/meta/00010000/30303032 is the /meta directory used by the DataChk factory title. ES appears to delete the corresponding /meta directory when deleting a title, which is why this directory does not exist on most consoles.
Like other /meta directories, the only content of this directory is /title.met.
Creation
This directory is created by 122E as a result of the WAD library when creating /meta/00010000/30303032/title.met, but it is deleted by 0002 shortly after.
