/shared2/ec/sync/sync.log is a file created when purchasing something from any title that has add-on content, then deleted once the purchase is done. It gets always deleted when the Wii Shop is opened. Its size is exactly the same as shosetup.log, 0x20 null bytes.
If an add-on content utilizing title finds the file on NAND when accessing its shop, it tells the user that the purchase isn't complete, prompts the user to open the Wii Shop to "finalize the purchase" and errors out with 204066.
