/sys/disc.sys is a file that contains the access rights of the title being launched, presumably for discs, which are mainly handled by the System Menu. It is only checked if /sys/launch.sys is not present, since ES can instead read access rights from the TMD in that case. Like /sys/launch.sys, space is reserved for this file by leaving /sys/space.sys present when this file does not exist.

This file is not read in older IOSes; the oldest IOS known to create this file is IOS28, although it is also read in boot2v4, and possibly boot2v3 as well. This notably caused problems for Data Check & Log Check, built for IOS9 long before this file was introduced, which Nintendo solved by installing a DataChk.wad to the NAND.
