IOS17 is used by early titles such as "Bust-A-Move Bash" and "Super Paper Mario".
IOS17 uses KD version 1.0FC8 according to its user agent. This is the first version to have a second user agent (simply "WiiConnect24") that is chosen depending on a boolean value. This second user agent was used between IOS19 and IOS28 to include the current IOS version, but became irrelevant in IOS30 due to modules being frequently reused.
IOS17 is also used by NDEV menu v1.10. This menu has not been dumped.
