4.3rev06J was a small update that only changed IOS59, although the specific changes are unknown. While this update was not released in other regions, vWii 4.0.3 was an identical update for the vWii that was distributed in other regions.
This update to IOS59 presumably added support for the USB Flash Optimization channel.
